The Boulder Reservoir will be the primary venue but our bike course would travel into Larimer County using Co Rd 23 E, Co Rd 6, Co Rd 23, Co Rd 8, and Co Rd 21 in that order using all right hand turns. This would be a race and would require athletes to have right of way through an intersection manned by a police officer.
This event is a triathlon consisting of swim, bike, and run portions. The swim and run portions will be held in and around the Boulder Reservoir. The bike however will travel from the reservoir north into Larimer County using Co Rd 23 E, Co Rd 6, Co Rd 23, Co Rd 8, and Co Rd 21 in that order using all right hand turns.
This event is a race and it would require that the athletes are given the right of way through each intersection controled by a police officer. We are submitting an application per the suggestion of Marc Lyons.
The course maps have been attached and our preliminary traffic control plan as well. We will aquire and provide to you the MUTCD plan once preliminary approval has been given. Marc suggested we submit our plan and map prior to aquiring the MUTCD plan.

I have added an update to our bike course operations manual to show that the 911 system should be used in the case of emergencies while in Larimer County - per Thompson Valley EMS.

Attached is the IRONMAN 70.3 Boulder Athlete Waiver for Risk Management
Comments: The Larimer County portion of the race will not need a CSP special event permit due to this portion of the race is contained on county roads.
The Boulder County portion will need a CSP Special Event Permit issued because of the impact to State and Federal Highways. Please contact Captain Ray Fisher 303-289-4760 to obtain a permit application.
I am approving the Larimer County portion only.

Comments: Please ensure that a all staff and volunteers are familiar with the emergency communications plan plan.
Food service at aid stations does not require a licensed vendor provided food and beverage service is limited to:
• Service of commercially prepared and individually packaged foods and beverages that do not require refrigeration. Examples include packaged candy, power bars, bottled water, soda or juice.
• Service of hot coffee, tea, instant hot beverages.
• Service of donuts, bagels or pastries that are commercially prepared and do not require refrigeration.
• Service of whole uncut fruits and vegetables.
• Service of water from a public supply transported and dispensed in clean containers designed for potable water service.
The Larimer County Department of Health & Environment is available to consult on food safety concerns, and on licensing provisions for vendors involving food service beyond that listed above. Information is available on our website at http://larimer.org/health/ehs/food.asp.
Adequate toilets need to be provided at the start/finish area and as necessary at aid stations.

Comments: This event does not conflict with any currently planned or scheduled road maintenance or construction activities. However, at the time of the event, portions of the route(s) may traverse roads that have recently, or are then, currently undergoing surface maintenance. Event promoters are reminded that they are not to post event signs on traffic sign posts within the public road Right-Of-Way or paint on the surface of the road.
Comments: Please provide us the name of the ambulance service that will be covering the race. Also add to the medical plan that in Larimer County the 911 system should be activated for all emergencies.
