Start at The Ranch Events Complex, exit The Ranch on CR5 to Hwy 392 (CR 32) head East to County Line (CR1) then South to HWY 34 through Loveland up the Big Thompson Canyon to Drake area. Then Head West on CR43 through Estes Park and pick up HWY 34 East to CR29, Masonville Northe to CR 38E head East to CR23 into Fort Collins, streets into FC TBA.

Description:
Major road race start and finish slated for Northern Colorado. Emergency action plan in the works. Insurance Waiver in the works. Traffic control plan TBA.

Comments: Please ensure that a detailed emergency communications plan is available, and that all staff and volunteers are familiar with the plan.

Food service at aid stations does not require a licensed vendor provided food and beverage service is limited to:

• Service of commercially prepared and individually packaged foods and beverages that do not require refrigeration. Examples include packaged candy, power bars, bottled water, soda or juice.

• Service of hot coffee, tea, instant hot beverages.

• Service of donuts, bagels or pastries that are commercially prepared and do not require refrigeration.

• Service of whole uncut fruits and vegetables.

• Service of water from a public supply transported and dispensed in clean containers designed for potable water service.

The Larimer County Department of Health & Environment is available to consult on food safety concerns, and on licensing provisions for vendors involving food service beyond that listed above. Information is available on our website at http://larimer.org/health/ehs/food.asp.

Adequate toilets need to be provided at the start/finish area and as necessary at aid stations.

Comments: Emergency Access:
An emergency access path of no less that 20’ wide shall be maintained free and clear of all immovable objects on streets and fire apparatus access roads at all times during the event. Road blocks may be placed on public streets to prevent traffic from crossing, but cannot block emergency travel. If road blocks are used ensure staff is available to remove barricade should emergency travel be necessary. (2009 IFC, 503.1).
Tent Permits:
Any tent or air supported membrane structure greater than 700 square feet requires a tent permit. A tent permit can be picked up at the Community Safety Division office located at 410 E 5 th St. or by calling 970-962-2497.

This is a single portion of a large event that is being processed through a county/city wide emergency management team. It will be included into the IAP for the city of Loveland and will run in line with the same operational plan which is still under development.

This permit is approved at this time noting that changes might be required in the future as the final details of this event are cleared up. All questions can be brought to Emergency Manager Pat Mialy @ 970-962-2534.

Comments: The size of this event qualifies it in the Special Event Procedure classification #3 within the Poudre Fire Authorities procedures. Based on this classification the event manager will be contacted by a Fire Inspection Coordinator to coordinate the creation of an Incident Action Plan in case of unforeseen emergencies.

All vendors must comply with the regulations set forth by the Poudre Fire Authority policy 1B-85-102. This policy has been attached to this email and should be distributed to the vendors at the event.

Comments: Since this event occurs on a weekend day, it does not conflict with any currently planned or scheduled road maintenance or construction activities. However, portions of the route(s) are included in our current year’s surface maintenance program areas for asphalt pavement overlay, chip seal, sealcoat and/or shouldering operations. These processes may be underway immediately prior to the event. We are unable to guarantee that participants will entirely avoid traversing surfaces that have recently been treated. For purposes of coordination, the event promoter must contact both Justin Hersh, Materials Manager, at 970-498-5662 and Dennis Morrison, Assistant Road and Bridge Director at 970-498-5652 at least thirty (30) days before the event. Event promoters are reminded that they are not to post event signs on traffic sign posts within the public road Right-Of-Way or paint on the surface of the road.
