The minutes from the October 10, 2012 WIB meeting were unanimously approved. 

 

Adam presented the On the Job Training policy and the Refusing, Discontinuing or Limiting Services policy at the October10, 2012 WIB meeting.   Both policies received unanimous approval, however, we were short of a quorum.  Today Adam reviewed the  On the Job Training policy and the Refusing, Discontinuing of Limiting Services to an Employer policy and both received unanimous approval.

Mike welcomed new WIB member, Michele Christensen with the Fort Collins Housing Authority.

The nominating committee of Ann Hutchison, Miki Roth and Richard Martinez nominate the following individuals for the 2013 WIB Officers.

 

Mike Reiff – Chair

Nancy Patton – Chair Elect

Tracy Mead - Secretary

Kathi Wright - Youth Council Chair

 

They were neither additional nominations presented nor any candidate statements.  The slate of candidates was unanimously approved. 



5.    High Performance Workforce Board Summit   (Joni Friedman, Jerry Thurber & Mike Reiff)          (8:15 – 8:55)

Ten representatives from Larimer County Workforce Center and WIB attended the summit.   Joni reviewed a slide from the summit explaining some responsibilities and capabilities of the WIB, while it is not fully applicable to Colorado or the Larimer County WIB, the Leadership Capabilities section of the slide provides a good framework for our WIB. 

Leadership Capabilities

     i.   Strategic Manager – To engage as the board, stay mission-driven, leverage public and private resources and continually improve processes. 

     ii.   LMI/Economic Data Analyst – to gather, analyze, advise and communicate Labor Market Information and Economic data.

     iii.   Communicator/Advocate – To develop a valued presence and voice in the region through brand management, advocacy and education to key constituencies, stakeholders and customers.

     iv.   Strategic Convener – To convene stakeholder groups for setting goals and developing strategies.

 

Jerry shared his primary takeaways from the summit.  1.  He found the framework (that Joni shared) helpful in clearing up some confusion about his role as a WIB member.  Jerry suggests the framework, specifically the Leadership Capabilities section, be more thoroughly implemented by the WIB and incorporated into the goals for the coming year, particularly the part about being a strategic convener.  He, and most WIB members, know people in the community that we can engage to bring about action, and if done effectively reduce stove piping.    2.  He was impressed by how much stronger our WIB staff is than others he saw.   

 

6.    Youth Council Update (Kathy Olson, Mark Johnston & Tracy Mead)                                                    (8:55 – 9:05)

a.   Young Entrepreneur Tournament 2013

b.   GED Test Revision                                                                    

The Young Entrepreneur Tournament is for youth ages 13-18.  Participants are provided with assistance in starting a business, writing a business plan and marketing.  The top three winners will be invited to participate in the UNC’s  Monfort College of Business E-Challenge for additional cash prizes. 

 

The youth council is preparing for the revised GED test that starts in 2014.  The anticipated exam changes include an increase of approximately two grade equivalencies and testing via computer only.  Please contact Mark for additional information on either the revised G ED testing or the Young Entrepreneur Tournament. 

 

7.    Update on WIB Areas of Focus  Inventory of Service  (Jacob Castillo)                                             (9:05 – 9:25)

a.   Support and train for middle skill occupations

b.   Building math and science skills

c.   Leadership and upward mobility training

 

Jacob and Joni have been talking with local employers about their concerns.  One thing often heard is that there is a skills mismatch.  Jacob sees a role for the WIB in focusing on being the strategic convener and getting the right people addressing the right issues at the right time. 

 

All three groups discussing the areas of focus have met.  Jacob is working on completing the inventory of existing services.  He reports there is a lot going on in the community. Jacob anticipates having the inventory completed in early January. 

 

Jacob shared a video on Ottorbox partnership with Conrad Ball Middle School to purchase IPADs for students.
