AGENDA TOPICS:

 

1.         Approval of the October 15, 2012 Minutes.  Member Sears made a motion to approve the minutes as written.  Member Spencer seconded the motion.  All were in favor.  Minutes adopted as written.

 

2.         Welcome Kara Lamb

 

Board Members welcomed our newest member - Kara Lamb, Public Information Officer with the Bureau of Reclamation.  Kara thanked the board and stated how excited she was to be part of the Rural Land Use Board.

 

3.         Election of Officers

 

Member Sears made a motion to re-elect Member Grazier as Chair.  Member Spencer seconded the motion.

Member Sears made a motion to elect Member Lamb as Secretary.  Member Lamb politely declined based on being the newest member to the board.

4.         Year-end wrap up on intentions for 2013

 

There was some discussion to determine interest among the Board Members about possibly participating in other County issues beyond the Rural Land Plans, such as the Rural Resource Handbook, etc.

 

After some discussion, the majority of the board agreed not to have a meeting unless an RLUP project was involved, but it would be okay to email the Board for input if needed.

 

Brenda gave a brief update and presented the outline of the Rural Resource Handbook –the design of the book is completed and we are starting to write the material.  The goal of the guidebook is to give basic information and direct the citizens where they can find additional information.  The board members brought up some hot topics such as oil & gas and mining, easements, water wells and property rights.  Brenda will bring these topics to the group as suggestions to possibly include in the handbook. 

 

Brenda also gave a short presentation on the Planning Department’s new webpage.  This new page addresses the top five questions the general public inquire about such as zoning, setbacks, how many animals are allowed on a piece of property and home businesses.  The feedback received has been positive.  The RLUAB Board seemed pleased with the design.

 

Next year’s project include continuing work on the Rural Resource Handbook, updating the Planning Department’s webpage with a 2nd phase and the RLUP residual land monitoring study.

 

5.         Other Business

 

Kristin notified the board of Lauren Light’s resignation and thanked Lauren for her many years of service on the board.  She will be missed.

 

It was announced that Linda Hoffmann is now officially the County Manager. The Planning Division is still in transition until the new Planning Director is hired.

 

Member Sears asked if any of the board members heard about a legislation from the state that now allows Ag water to be tied to the land.  Brenda stated she would look into it.

 

6.         Project Update:

·  Haworth RLUP – at this time the Haworth family is unsure of what path they want to pursue. The Town of Berthoud has concerns about an RLUP in the growth management area, so the landowners are considering annexing to town of Berthoud.  Member Lamb asked what would the landowners gain by annexing into the town limits.  Brenda stated there is a lot of history between the town and the landowners, but they are so close to the Town limits that they have always wanted to annex but have been denied in the past

·  Demmel Lake Estates – submitted and about to receive final approval. 

·  Three Bell - about ready to submit for final approval. 

·  Dry Creek Reservoir - still active -Deadline to receive documents is January 8th, 2013.
