Discussion Items:

Annual EAB Issue Index Review.   The members reviewed their Issue Index, with emphasis on those items that are currently shown as “active” review status.  The Index is a listing of topics under current or previous consideration by the EAB.  The results of those discussions are shown on the attached chart.  Doug Ryan will update the Index to reflect the discussion. 

 

Planning for future EAB internal evaluation.   The Advisory Board identified a goal of reviewing its internal practices in order to ensure that the advice offered to the Commissioners and departments is relevant and useful.  The Chair, one additional member, and the staff facilitator will discuss options for proceeding with the evaluation at a future EAB meeting. 

 

Election of Officers for 2013:

Melissa Chalona was elected Chair, and Michael Jones elected Vice Chair for the current calendar year.

 

Approval of November and December 2012 Minutes:

Minutes from the two previous meetings were approved as presented

 

Updates:  

Cassie Archuleta noted that the Colorado Oil & Gas Conservation Commission has scheduled hearings on January 7, 8 and 9 regarding potential new rules for setbacks and water quality testing related to oil and gas development (including hydraulic fracturing).  Information about the proposed rules is available on the COGCC website under “hot topics” at http://cogcc.state.co.us/.

 

Next Meeting Agenda:

The next meeting will be Tuesday, March 12 unless urgent items are referred to the EAB in time for a February meeting.

2.05 Bald Mountain Radio Tower:  The EAB first reviewed this County-sponsored project in 2010, and advised the BCC on environmental issues.  The Forest Service is currently preparing the EIS.  The EAB has offered to review draft documents for the BCC.

2.07 High Park Fire Mitigation & Response:  Still in the active mitigation stage, with more activities planned for spring.

2.08 Our Lands, Our Future Planning Process: This joint planning project is sponsored by the county’s Natural Resources Department.  EAB was reviewed the initial public survey findings in November 2012

3.06 Hwy 287 Glade Bypass:  See 6.02(a) below

 

 

4.01 Recycling & 4.03 Solid Waste/Landfill Operations:  Last update was September 2012.  Major emphasis regarding changes was on methane gas monitoring and control and groundwater monitoring.

4.04 Alps Tire Pile cleanup:  Majority of approximately 2.5 million tires have been removed under the Department of Local Affairs (DOLA) grant.  The project is in the cleanup stage, with slow progress on the final stages.

6.02(a) Water storage NISP (& the related 3.06 Highway 287 bypass): A Supplemental Draft EIS is under preparation for anticipated release by the Army Corps of Engineers in 2013.

6.04 NPDES Phase II: Larimer County administers a state-issued stormwater quality permit required for municipalities (MS4) that contains a series of compliance requirements.

8.01 Environmental Stewardship Awards:  The awards ceremony for 2012 was be held on December 3. 

Keep active category, and appoint a 2013 awards committee in August

9.02 Ozone:   The region is currently in non-attainment status for the ozone air quality standard, and is operating under the provisions of a 2008 Ozone Action Plan and related air quality rules.  It is anticipated that a regional stakeholder process for that process will continue in 2013.

Continue to follow the ozone compliance and planning process, and be available to consult with the Commissioners

10.03 Uranium Mining:  The EAB prepared a white paper on in-situ uranium mining for the Commissioners in 2008.  An anticipated formal mining application in Weld County has not materialized, but may in the future.

Retain the active category and consult with the BCC on any requested review activities.

10.04 Hydraulic Fracturing: The EAB has had updates on fracking from the Colorado Oil & Gas Conservation Commission who regulates the process, and from CSU, who is sponsoring an air quality study in Garfield County. 

Continue to evaluate environmental impacts, and consult with the BCC as appropriate.

10.05 Oil & Gas Development on County Lands:  The EAB obtained an update on the Energy by Design planning process. 

Retain active status and advise as requested by the Natural Resources Department.

12.02 Green Objectives:   The County’s Energy Conservation Specialist was a limited term grant-funded position, and is now vacant.  The Facilities Department plans to request filling the position in 2013.  The County is an active member of Climate Wise.

18.03 West Nile Virus & Other Zoonosis:  Each year the EAB receives an update from the Department of Health regarding WNV and other zoonotic diseases such as rabies, plague and hantavirus that occur in the County and Colorado.

Retain annual mid-season update on WNV and other zoonotic diseases.

19.01 Environmental Priorities:  Assist the County in identifying important environmental issues.  Currently a Watch item.
