October 9, 2008 Meeting Notes
The meeting was called to order at 1:30 PM by Chairperson Lucille Schmidt.
Members in Attendance: Gene Allen, Susan Bradley, Gene Barker, Ted Carter, Terry Ferebee, Bill Gilbert, Lucille Schmidt, Ross Reid, Michael Sledge, and Eunice Mickalka
Members Excused Absences : All other members had excused absences
Larimer County Representation : Russ Legg, Jill Bennett and Michael Whitley – LARCO Planning Department

Adoption of Agenda: The agenda was approved as written
Approval of Minutes : The minutes of August 14, 2008 were approved, as amended.
Communications from Committee Members :
Michael Sledge requested clarification from PAC pertaining to the September 11, 2008 discussion about The 960. He advised that he sees the responsibility of the PAC as not a “rubber stamp” for recommended proposals and that the PAC is the guardian and steward for the greater Red Feather community. Jill Bennett advised that the timing of The 960 presentation was to give RFLPAC the opportunity to review the proposal prior to the Board of County Commissioners meeting. She also advised that The 960 group will be making some revisions to the Plan and will probably bring the revisions back to the RFLPAC in November 2008. Ted Carter stated that he had reviewed the Red Feather Lakes Plan Outcomes and he believes that The 960 proposal met all of the objectives of those outcomes in that the proposal was “generally consistent” with the Red Feather Lakes Plan and that the membership did not have any concerns with the application at the time of the presentation.
Communication from Guest: Dr. Janice advised the PAC that she is in the process of reclassifying the Clinic to a Rural Health Center, a not for profit organization.
Communication from County: Russ Legg updated the PAC concerning the TDU Program. He advised that he will be working with RFLPAC for the next three or four months concerning this program. There was considerable discussion concerning TDUs and all RFL land owners need to be informed of this process. His handout is inserted below.
