MINUTES OF THE BOARD OF COUNTY COMMISSIONERS

TUESDAY, NOVEMBER 1, 2011

 

 

ADMINISTRATIVE MATTERS

 

The Board of County Commissioners met at 9:00 a.m. with Frank Lancaster, County Manager. Chair Donnelly presided and Commissioners Gaiter and Johnson were present. Also present were:  Donna Hart, and Deni LaRue, Commissioners’ Office; and Gael Cookman, Deputy Clerk.

 

1.         PUBLIC COMMENT:   Eric Sutherland alleged that the City Manager is involved with a petition to annex a certain piece of property into the City of Fort Collins, so he can purchase the property, as the City Manager must live within the city limits.  Mr. Sutherland stated that this type of activity should be disclosed to the public.

 

Mel Hilgenberg stated that private and public entities should work together to clean up the tree debris across the county.  He questioned how the Board was coming along with the letter regarding the Greely pipeline and stated that the community should adamantly oppose this measure.  Mr. Hilgenberg also commended the Agricultural Advisory Committee for their work on the Northern Integrated Supply Project (NISP) report. 

 

Cheryl Distaso again requested financial compensation and relocation assistance for the families being displaced from the Bender Mobile Home Park. 

 

2.         APPROVAL OF THE MINUTES FOR THE WEEK OF OCTOBER 24, 2011:

 

M O T I O N

 

Commissioner Gaiter moved that the Board of County Commissioners approve the minutes for the week of October 24, 2011.

 

Motion carried 3-0.

 

3.         REVIEW OF THE SCHEDULE FOR THE WEEK OF NOVEMBER 7, 2011:   Ms. Hart reviewed the schedule for the upcoming week.

 

4.         CONSENT AGENDA:

 

M O T I O N

 

Commissioner Johnson moved that the Board of County Commissioners approve the Consent Agenda as outlined below:

 

11012011R001           RESOLUTION REGARDING EXTENSION OF APPROVAL FOR NATURE ESTATES LOT 1 AND OUTLOT A AMENDDED PLAT 

 

11012011R002           RESOLUTION REGARDING EXTENSION OF APPROVAL FOR RESTU SUBDIVISON LOTS 16 & 23 AMENDED PLAT

 

MISCELLANEOUS:  Agreement and Release between employee and Larimer County; Letter of Support for State Trails Grant – Kruger Rock Trailhead at Hermit Park Open Space.

 

LIQUOR LICENSES:  The following licenses were approved and issued: La Chamba – Hotel and Restaurant – Fort Collins; Berthoud Discount Liquor – Retail Liquor Store – Berthoud; Phaze Nightclub – Modification of Premises - Loveland.

 

Motion carried 3-0.

 

5.         PROCLAMATION FOR 25TH ANNIVERSARY OF NORTHERN COLORADO AIDS PROJECT:  Jeffery Basinger, Regional Director for the Northern Colorado AIDS Project (NCAP), requested that the Board of County Commissioners proclaim November 2, 2011, as Northern Colorado AIDS Project Day, in order to raise awareness through prevention and education.    Commissioner Johnson read the proclamation aloud.

 

M O T I O N

 

Commissioner Johnson moved that the Board of County Commissioners proclaim November 2, 2011, as Northern Colorado AIDS Project Day.

 

Motion carried 3-0.

 

6.        COUNTY MANAGER WORKSESSION:   Mr. Lancaster recommended that the Board authorize expending money from the Commissioners’ emergency fund to assist with the clean-up efforts of the downed trees and limbs from last week’s snow storm.  The Board agreed to support this request and allow the expenditure of up to $50,000, to be divided evenly between the City of Fort Collins and the City of Loveland; $25,000 each. 

 

7.         COMMISSIONER ACTIVITY REPORTS:  The Board detailed their attendance at events during the previous week.

 

8.         PROCLAMATION OF LARIMER COUNTY 150TH ANNIVERSARY:   The Board then moved to the entry way for a public proclamation of Larimer County's 150th Anniversary. Chair Donnelly read the proclamation aloud.

 

M O T I O N

 

Chair Donnelly moved that the Board of County Commissioners approve the proclamation celebrating Larimer County’s 150th Anniversary.

 

Motion carried 3-0.
